The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Com. Sub. for S.B. 542 -- A BILL to amend and reenact §3-10-7 of the Code of West Virginia, 1931, as amended, relating to amending procedure for filling vacancy in offices of county clerk, county commissioner, or county councilor; and, providing guidance for filling such vacancies in commissions or councils having more than three commissioners or council persons.
